Fund Raising for Schools

The social service organisations which run schools face a difficult problem in raising funds for developing their institutions, especially for building construction.  Although, Ministry of Human Resources Development, Govt. of India, had a Building Grants Scheme, it is not in operation now.  It is very difficult to approach each and every allumni as many of them would be scattered in different locations and you will not be able to trace their addresses at times.  Further, for the Governing Body Members of most of the service organisations, it is a honorary work.  They can not devote full time for this task, as they would have their own vocations and responsibilities.  I wish to list here some of the tips for the benefit of such organisations:-
1) List the allumni and try to organise their batchwise meets.  It will be an emotional moment for many of them.  Some of them would certainly contribute for the development projects.
2) LIC Golden Jubilee Foundation, Mumbai, has a special scheme for Rural Education.  You can submit an application to them in the prescribed format.  In fact, their website does not have the application form.  If any one needs the same, I will certainly mail it.
3) Seetaram Jindal Trust, Tumkur Road, Jindal nagar, Bangalore, helps schools. If one properly prepares application to Jindal trust, then he can prepare any other application.  It has four conditions, viz, the organisation should have availed recognition u/s 80(G) of the IT Act, the N.A.land should be in the name of the society, should have completed 50% of the construction work and should also have raised 50% of the funds required for completion of the work.  The documents of the society, such as bye-law, registration certificate, etc. should be proper.  Representatives of the Jindal trust will visit the society and after proper investigation they sanction the amount. Do not try to influence the trust employees.
4) The best source is Local Area Development Funds of Members of Parliament and M.L.C.s.  Each M.P. has got Rs.5 Crore now and can contribute upto Rs.50 lakh per society and each MLC has Rs.1 Crore quota and contribute upto Rs.25000/=.  However, if the amount exceeds Rs.5 lakhs, then the work has to be allotted through e-tender and this may create complication.  So, it is better to take funds below Rs.5 lakhs in 3-4 installments.  Further, please see that the plan is proper and the same is approved by Town Development Authority as well as Zilla Panchayat Engineering Section.  There should not be any deviation from the approved plan. 
The following also should be kept in mind:-
a) Proper documentation is essential.  Take photographs at each moment, i.e. while Digging the Foundation, Stone Laying Function, Column Construction, Plastering, etc. 
b) The amount will be disbursed in two installments.  After the completion of the work, the Tehasildar has to visit the site and give the completion report. Subsequently the 2nd installment will be released.
c) The M.P.Fund can be directly released in favour of the society.  You have to give a request letter to the D.C. stating that your organisation has got qualified Engineer to monitor the work. This will save at least 10-12% amount which will be deducted from the sanctioned amount as tax.
